Timeline for CSA 2010 Implementation Nationwide

Test States support CSA 2010 Implementation. Reference Material •Preliminary test results from Test States are supporting expectations of CSA 2010 Operational Model –More carriers being contacted –More investigations being performed
•Preliminary analysis from Test States results indicate –carriers subject to the CSA 2010 process are showing improvements in their safety performance –CSA 2010 process is better at identifying and correcting behaviors leading to crashes (BASICs)
•Preliminary analysis from Test States indicate CSA 2010 will enable current staffing contacting approximately 40% more unique carriers.
•Preliminary analysis from Test States indicate Current Staffing will enable them to examine Multiple carriers using an array of investigative tools available with CSA 2010 –Perform more On or off site inspections depending on issues –Target poor performing carriers with roadside inspections –Document essential management and fundamental violations –Identify and document causes and remedies and make it available to all future inspections –Increases Interventions with more carriers earlier.
What is going to happen, and when?
|
Beginning July 2010
•Replace SafeStat with SMS (CSA 2010) •Send warning letters to ALL Motor Carriers Nationwide •Begin inspecting carriers with deficient BASICs from collected data •Finalize Intervention Process |
Implementation Nationwide Steps and Training
•Enhance Information Technology •Train Present Workforce in New Technology Input •Workforce Training (July thru December 2010) •Outreach and Communications to Motor Carriers on SMS (CSA 2010) |

Beginning in July 2010 Warning Letters Sent Nationwide • Motor Carriers in your State who exceed the intervention threshold in a BASIC(s) will receive a CSA 2010 Warning Letter • Warning letters are automatically generated on a monthly basis • CSI System tracks whether or not carriers check their results • In Phase I of Test States 50% of carriers receiving warning letters checked their results in CSI (Comprehensive Safety Information System)
Deficient BASICs to roadside inspectors • Roadside inspectors in all States using ISS/Query Central (Inspection Selection System) will be able to see which carriers exceed BASIC thresholds • CSMS (Carrier Safety Measurement System) and BASICs values will replace SafeStat and SEA values in roadside systems such as ISS, Query Central and State CVIEWs (Commercial Vehicle Information Exchange Window) • Carriers whose BASIC scores exceed the threshold will be “Targeted Roadside Inspect” (red light) in ISS (Inspection Selection System)
Interventions will be rolled out Starting in July 2010, states will be incorporated into the new intervention process on a rolling basis • FMCSA will train States on how to conduct CSA 2010 interventions in Classroom training with case studies • Once trained, your State will operate under the new system • All States operating in new environment by January 2011
